About PADev Group

We help small businesses, non-profits and independent-living communities in and around Tulsa with their software and the technology they run on. Most clients work directly with Evan Hobbs, who does the work himself, and our rates are published, so you know what an hour costs before you call.

PADev Group is a Tulsa technology firm founded by Christopher Rapp in November 1998 and relaunched in 2025 with Evan as its lead consultant.

History

For most of its life PADev was Chris’s own consulting practice, run alongside senior roles at other companies. In 2025 the firm was relaunched around a new purpose, with Evan Hobbs leading client work. In June 2026 Chris retired from his last corporate role and now works with the firm as its advisor and strategist.

The name

PADev stands for Platform Agnostic Development. We do not favor one language, one vendor or one kind of system. The right tools are the ones that fit the problem.

Christopher Rapp

Managing Partner

Advisor and strategist, and short-term projects of his own.

  • Professional software developer since 1991
  • Has managed development teams at four companies
  • Retired in June 2026 as Director of Application Development, Paragon Films
  • Industries: manufacturing, oil and gas, pipelines, publishing
  • Specialties: plant-floor data capture, barcode and RFID inventory, ERP integration, replacing legacy systems
  • Writes about software in the AI era at articles.padevgroup.com

Evan Hobbs

Lead Consultant

Full-stack developer, and the person most clients work with.

  • Full-stack developer since 2017: C#/.NET, Angular, React Native, JavaScript, SQL, WordPress and Python
  • Experience with AWS, Azure DevOps and Microsoft SQL Server
  • Has taken projects from idea to launch, including the technology decisions and code review
  • Built mobile apps and web management systems for law enforcement ticketing
  • Built Angular and ASP.NET data-collection tools that work offline and sync when the connection returns
  • Migrated internal applications to new servers and updated frameworks

What drives Evan is bringing the right technology answer to the person who has to use it.

Why the firm also trains

The 2025 relaunch gave PADev a second job. Non-profits often go without good IT because they cannot pay for it, and people starting careers in IT struggle to get real projects. PADev brings them together through mentoring, hands-on training and project work, so that the next group of IT professionals learns on work that matters to someone.

Tulsa

PADev Group has been a Tulsa firm since the day it started, and the organizations we most want to work with are here.
